Why won't virginia tech play WVU anymore?

Is it for the 2005 incident were marcus vick flipped off the crowd and the hokies got bottles thrown at them? As a WVU fan I would love to see the rivalry reviewed, but WVU has tried to get the series restarted but VT won't do it! It would be a good out of conference game for both schools!
