Who to complain too about FOX outsourced TV?

Does anybody know who to complain to concerning constant outages at FOX's affiliate station XHRIO in the Rio Grande Valley? I mean, it's outrageous. Outages and weak signals every single day all day. Having spent twenty years as a signal yst I know a weak signal when I see one. Get this...the station is actually outsourced (yes like jobs) to Mexico to broadcast from Mexico to Americans! First, that's un-American! Second, this network has the responsibility of carrying half the NFL games along with CBS. You actually rely on a third world country to bring Americans the NFL? That's also un-American! Consequently, the result has been what must be third world TV right here in America with constant outages.
